Matthew Gouett is a PhD graduate of the Norman Paterson School of International Affairs at Carleton University in Ottawa. His doctoral research focused on the factors that lead countries to create sovereign wealth funds and why some sovereign wealth funds deliver on their mandates while others do not, with a particular focus on the political and economic factors that lead to better or worse results among countries.
Professionally, Matthew has held professional posts at Export Development Canada, Global Affairs Canada, and the Ontario government’s Cabinet Office.
His current research interests relate to development finance institutions, the relationship between fiscal buffers and sovereign credit ratings, and the political forces that encourage or inhibit sovereign wealth fund creation.
