Canadian Gender Targeted Spending

Canada’s Gender Targeting Spending

In the 2017/2018 fiscal year, Canada’s gender targeted ODA spending totaled CAD $3.6 billion.

Global Affairs Canada classifies it’s projects as either a gender specific, gender integrated, or gender limited, or no gender targeting.

Projects that included a gender targeted component (gender marker 1, 2, 3), represented 86.8% of Canada’s total project spending – up from 73.3% in the 2016/2017 fiscal year.

For projects that specifically targeted gender inequalities (gender marker 3), Canada’s spending totaled CAD $112M in 2017/2018, up from CAD $54M in 2016/2017.

Conversely, 13.2%, or CAD $534M of Canadian projects did not contain gender objective.

Who are the largest recipients of Canada’s  gender targeted aid?

Afghanistan (CAD $244M), Ethiopia (CAD $147M), and Mali (CAD $122M) were the largest recipients of Canada’s gender targeted (marker 1,2 and 3) aid in 2017.

For projects with gender as the principal objective, Ethiopia (CAD $18M), Senegal (CAD $18M), and the Democratic Republic of the Congo (CAD $16M), received the largest shares of aid in 2017/2018.

How does Canada compare?

Canada, the United Kingdom and the United States, are the few exceptions in the OECD DAC that consistently screen nearly all of it’s project-level data for gender objectives. In 2017/2018 for instance, France (23.1%), Germany (36.9%), Italy (74.0%), and Japan (14.6%) reported a significant number of projects that had not been screened for gender objectives.

In the OECD DAC project-level data, Canada reported the highest ratio of disbursements to projects with a gender objective in 2017 (61.3%) compared to the G7. The United Kingdom reported 48.1% of projects with gender objectives (OECD gender marker 1 and 2), Germany with 26.8%, and the United States with 21%. Canadian project-level data is sourced from the Historical Project Data Set and we make use of the GAC gender marker

The GAC Gender Equality marker is based on a four-point scoring system:

  • Specific (marker 3)
  • Integrated (marker 2)
  • Limited (marker 1)
  • Not targeted (marker 0)

Note that for 2016/2017 and 2017/2018, the HPDS began to include project spending by departments other than Global Affairs Canada. These projects are typically reported with an “uncoded” gender equality marker, which by default is deselected in this dashboard.
